ehhh nobody is going to spend 2000 AP for a 100% Datachip when they can buy 4 of the 1000% ones instead, with 2000 AP. So making them 100% at lv.1 is a good option i think. Also, in my opinion, doing this will bring back the players that have quit because of how difficult the leveling is.
