Compatibility mode should help if it silently fails.

Right-click SB.exe (not SBLauncher.exe) > properties > compatibility > change settings for all users > run this program in compatibility mode for > windows 7

Then run the launcher.

Also make sure you have the entire SB folder on exceptions of your anti-virus.  Turning it off isn't sufficient.  

Also put the SB.exe, the SB Launcer, and the xm file that's in the xigncode folder on the exceptions of your firewall.

 

flushing your DNS could help as well.
