I'm not suggesting anything, I just want to know if it's due to my level being too high.

Hi all. 

I hit lv 67 and decides to go back and do the sp3 quest. However, I noticed that the drop rate of ruby crystals is extremely low. Ot ttook me 30 min to get 3. Is this because of my level being too high for it to drop?
