[How to farm Radis Seals efficiently?]

Hey guys, I just started yesterday and I thought since I cannot use basar or trade until I got 1kk reputation. I would farm some raid Seals to get rep. and Seals to raid. But after I finished the first Cuby Seal I was already lvl 37, so how does it work out? Am I really just able to get like 3 Cuby Seals till I reach lvl 45 or is there a way to stop getting exp? Would really like to get informed in this regard. Maybe it is known to you guys but since I'm playing on vendetta for the first time some things are really new to me
