Not that I'm against the change specifically but it sets a bar that then will always need to be satisfied or outrage begins. It also becomes a referance point of "well you did for this so why now you wont".

It's just a 65 cap, it's not like you have to change thousands of items, it just doesn't make sense to have passive and items with that kind of stats or effect. it's just 5 move speed something reasonable
