As far as I've thought the cap just needs to get removed once you hit 99+50, then there's no more sense of the cap.

You can open the access to the bank once you reach 99+50 (this post was just a suggestion tho).

@Fliegex3 Bash already mentioned, that he's just going to punish the gold reseller. It won't cause any punishment to honestly playing people.

As I said it also depends on the achievments Bash has set. Like if you can rush them (what I'm not guessing) a general restriction for a certain amount of time would be helpful.

That's a cool idea @Bash, just guessing if there would be a sense of restricting new created character in general, e.g. 1 week or even 1 month. Independent from the goals they achieved, so you need to have the character at least one month, as well as collecting the achievments.
In this way you have a 2-factor restriction (use of this idea depends of course on the achievments)
Just a suggestion, maybe it can be helpful in any case.

You can apply the system from above till Hero Level 20 just for trades, and restrict people below that level from using basar, what's about that thought?

As mentioned we can still work on a better solution and i can adjust the table, let's work together on the best solution possible and help bash out as far as we can!
Eventho in the beginning you increase Hero Level really fast till level 20, thats why the gold amount c level 20 will increased rapidly. Unless i can swap with Hero level 50, so it will even increase faster.

There is still the bank which will make your idea still possible, like you could just limit the use of the bank till hero level 50 or something like that, so you will be able to still buy your equip on higher levels

due to the fact that there are people which don't play Nostale the correct way I tried to figure out a level based gold trading system, which will avoid illegal gold trading on lower levels.
As you can see in the table below the max. tradable gold amout per day increases based on the level as follows:
level 1-50
tradable gold amount + 20.000*level for all levels between 1 and 50
level 51 - 80
tradable gold amount + 50.000*level for all levels between 51 and 50
level 81 - 88
tradable gold amount + 7.656.250 per level (from level 81-88)
If you reach now Level 88+1 you're able to trade 186kk per day.
The same system works for the hero level as follows (added to the 186kk from the normal levels):
hero level 1-20
tradable gold amount for normal level + hero level * 1.000.000 for hero level 1-20
hero level 21-30
tradable gold amount for normal level + tradable gold amount for lower hero levels + * 1.250.000 for hero level 21-30
hero level 31-44
tradable gold amount for normal level + tradable gold amount for lower hero levels + hero level * 1.500.000 for hero level 31-44
hero level 45-50
tradable gold amount for normal level + tradable gold amount for lower hero levels + hero level * 1.750.000 for hero level 45-50
At Hero Level 50 you will be able to trade 2kkk per day.
This is just a suggestion how the system could work, if you have any ideas how to adjust this solution feel free to tell me.
