It means you've got something on your computer that is interfering with SB causing it to crash.
What are you using for Anti-Virus and Firewall? Be sure you have all unnecessary background applications closed.

The text in red is not necessary. I never did that whenever I ran into that error. All I did was use the links in the Common SB errors forum and installed all files for x86 and x64 and it worked

When you said that you installed the dll, did you manually download the ATL100.dll from another website and placed it into SB?

Which of the c++ distribution packages did you install? One or other or both among the x86 and the x64? If you only installed one of them, I'd suggest try installing the others.

I'm personally blaming Windows 10. I've ran into more SB issues on Windows 10 than I ever did on Windows 7 and XP. Crashing a lot more frequently and running into those "Unable to create vertex buffer" errors more frequently on 10.
Had to change from running SB on a spinner hard drive to a solid state to get close to the amount of performance I had on Windows 7

Do you have a VPN running?
Some of them blocks the launcher from downloading updates.

Do you have the launcher and SB running as Administrator and compatibility set to XP?
Place the SB folder on exceptions of your Anti-Virus and firewall, if you haven't already. If you're using Windows 10, I would suggest using the firewall that comes with the anti-virus instead of the Windows Defender one.

Think the confusion is whenever we evade a ch-atk, the system states "Resist" instead of "Miss"

This is no longer true
Lastly, pulls from the WH and CB are all physical attacks and can be avoided with eva, though I doubt a player can naturally have high enough void/def to keep from getting pulled by others just because those are skills that are not normally enhanced through jewels or randoms. This paragraph doesn't make sense

MEs are best in Party and in PvP. Worst for Farming solo
I am 99% a PvE player and want to start on a class that will feel good grinding mobs with and that isn't weak in endgame.

Placing SB on exceptions vs turning the applications off are two very different things.
What about running both the launcher and the SB exe as administrator?

Janus and Turnpike you can do once you reach the 60s tier if you so desire

As long as you have a Medic, you should be good to go with any other class in your party. Unless it's duo ME, in my opinion

Does your version of Norton have its own firewall or are you using Windows Firewall?
If the latter, I'd suggest using a different Firewall. I too ran into similar issues while using the Windows Firewall from Windows 10. I transitioned from Windows 7 to 10 recently
