Get that content expeditiously, ain't nobody waiting for Christmas The best option imo would be to apply the new content by parts within the next few weeks, and on, every two weeks starting from that point apply the other stuff rather than waiting until Christmas, however, I know it's hard to balance things for F2P players but there should be a reward system or maybe quests that are able to provide more possibilities for those doing PVE (something that should make them log into the game and spend at least 1-2 hours playing 4-5 days a week which is better than nothing, class drop system was really cool and should work here maybe with a limit/half % to avoid hard exploit, people will always find a way), nonetheless, awaken armors should be the last step out of cap 70 content as it has a lot of stuff to provide and we need to prepare for it.
