Difference between Base Stardust and just Stardust?

No, base means the item can't be sold, traded or mailed. It works in the same way for every item you see "Base": hypovials, potions, hexwaves, stardust, gears, pet food. The base ones are related you your char and you can't sell or give to anyone else.

The only difference between Base Stardust vs non-base stardust is one is tradable, while the other is not. Enhancement rates are irrelevant to this matter. They can be sold via npc, but it cannot be put up on the auction house.

The only difference for those are I use base till I run out of base and then I use the ones I can sell or trade. Most often I just horde the shards till I need them and then go find gear to salvage for the gems. I have more than enough silver for enhancing and I don't run out of steel ones because I start using SG and narak when I get there. Shards are what I use the most because I try enhancing to +9 without SG and Narak and end up failing a lot when I try for +7 and have to get back to +6. Even when I reach +8 and try for +9, I end up back at +5. But I do it because I get bored and want to help somebody out on occasion
